The 2003 series follows the manga for roughly its first half and then leaves it, inventing a different villain and a different ending because the manga was still years from finishing. That means there is no chapter it stops at, only a point where the two stories part company. Sources place that somewhere around episodes 25 to 30, which is why no exact chapter is given here. Two different anime came out of this one manga, and which you watched changes the answer completely. This page is the 2003 series. It began while the manga was only around chapter 28, so Arakawa asked the staff to invent their own ending, and from roughly the midpoint it tells a different story with a different villain.
